In order to emphasize the important role of technology in the international seabuckthorn development, to improve the technical level of seabuckthorn, and to fast the step of international seabuckthorn scientific research, and to make the seabuckthorn develop along with the health and orders, it is necessary to establish the Scientific Committee of ISA (SCISA).
1. Property
　SCISA, as the sub-organization of ISA, led by ISA, based on the constitution of ISA, will play a great role of consultancy service in the seabuckthorn or related important technology fields, so as to push the progress of global seabuckthorn cooperation and development and to make seabuckthorn play multi-function roles in the environment protection, economy development and human health.
2. Mission
　1) To be responsible to globe seabuckthorn study and development, including setting up the cooperation system, making criterion, and study tasks, organizing the activities of scientific researches.
　2) To do the important consultancy and appraisal for seabuckthorn in globe scale, and do best to the guide of seabuckthorn macro-technology.
　3) To collect the information and research achievements internationally, organize to recommend and submit scientific papers or information of development and activities for ISA website (www.isahome.net) and publication (the Globe Seabuckthorn Research and Development).
　4) To take part in the editing and revising for seabuckthorn publications.
　5) To undertake the technical work of ISA conference.
　6) To be responsible for revising the papers of ISA conference.
3. Organization
　1) SCISA is the sub-organization of ISA, and one Director, two deputy Directors positions are provided.
　2) SCISA includes seven branches: Breeding/Genetics; Cultivation/Plantation;Technology/Processing;Medicinal/Nutritional aspects; Chemistry/Analysis; Product Development/Marketing; Environment/Soil and water conservation/Animal
　3) There are one to three members in each branch, the chief of which will be suggested by ISA Council and selected within global scale, and the total numbers will be less than 15 members.
　4) The term of SCISA membership lasts two years, and the members can be reappointed, and the new members will be selected during every ISA Council Meeting.
　5) The secretariat of ISA is responsible for the daily job of SCISA.
4. Activities
　1) The meeting of SCISA is charged by the Director of SCISA, which will be held once a year together with ISA Council Meeting, to discuss the work plan of year, and to provide consultancy and appraisal to key technical topics.
　2) To attend the ISA Council Meeting as observers.
　3) To undertake and organize the investigation and study, and feed back the related information to the ISA Secretariat by information collection, reports, technical papers and so on.
5. Fees
　1) SCISA is an organization of volunteers, the fees for members to present the activities of international seabuckthorn can be raised from related companies or settled down by themselves.
　2) The fees of proving, revising and consultancy to projects will be paid by the served organizations.
6. Prize and Punishment
　1) Members who do great and active efforts to SCISA will be prized with issued honorary certificates by ISA Council during the ISA Meeting.
　2) But the SCISA has the right to suggest to ISA Council to change some members who do not take part in the activities of SCISA, and do not keep ones'responsibility to SCISA.
7. Others
　1) The constitution will go to work by issued day.
　2) The ISA Secretariat has the right of explanation to this Constitution.
